The partners of Oulu Innovation Alliance are the City of Oulu, University of Oulu, Oulu University of Applied Sciences, Oulu University Hospital, The Oulu Region Joint Authority for Education, Natural Resources Institute Finland, Technopolis Plc., and VTT Technical Research Centre of Finland Ltd.
At the beginning of 2021, the actors of the Oulu Innovation Alliance signed an agreement for 2021–27. The goal is to generate new business and strengthen the company ecosystems around them.

To achieve this goal, the parties will focus their resources on three strategic target areas in the coming years: Digitalization in the change of the urban environment, OuluHealth and Sustainable Circular Economy and Clean Solutions. The common cross-cutting theme is Entrepreneurship, Competence and Continuous Learning.
